Russia shows the greatest activity in resolving the Nagorno-Karabakh conflict today, Russian Ambassador to Azerbaijan Vladimir Dorokhin said.
"Only the Russian president personally deals with this issue among the presidents of the OSCE Minsk Group co-chairing countries," he told media.
He added that such activities are held under an agreement with the fellow OSCE Minsk Group co-chairs, the U.S and France.
He said Russia feels a special responsibility for resolving the Nagorno-Karabakh conflict.
"We have a special chance due to the unique relations between the conflict's two sides," he said. "We think our moral and historical obligation is to use this chance."
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and seven surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group - Russia, France, and the U.S. - are currently holding peace negotiations.
Armenia has not yet implemented the U.N. Security Council's four resolutions on the liberation of Nagorno-Karabakh and the surrounding regions.
