The only way to solve the Nagorno-Karabakh conflict may be down to building of trust and mutual understanding between the parties, EU Commissioner for Enlargement and European Neighbourhood Policy Stefan Fule said on Tuesday at a joint press conference with the Foreign Minister of Azerbaijan Elmar Mammadyarov.
"Although the Nagorno-Karabakh conflict is referred to as frozen, no one forgets this territorial dispute," Fule said.
He said the EU is ready to make every effort to resolve the conflict and fully supports the efforts of the OSCE Minsk Group.
"We have repeatedly witnessed the desire of refugees to return to their native land and this process should go ahead," he said.
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 per cent of Azerbaijan since 1992, including the Nagorno-Karabakh region and seven surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group - Russia, France and the U.S. - are currently holding peace negotiations.
Armenia has not yet implemented the U.N. Security Council's four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
