On Nov. 19, Azerbaijan President Ilham Aliyev signed a decree appointing Elkhan Gahramanov the Ambassador Extraordinary and Plenipotentiary to the United Arab Emirates, AzerTAj state news agency reported.
Upon another decree, the President conferred Elkhan Gahramanov the diplomatic rank of ambassador extraordinary and plenipotentiary.
