CoE Congress discusses municipal elections in Azerbaijan

On Feb. 5, the Bureau of the Congress of Local and Regional Authorities of the Council of Europe discussed in Paris the report of the monitoring mission regarding municipal elections in Azerbaijan. French senator, vice-president of the Congress and rapporteur on Azerbaijan Jean-Claude Frecon told Trend .

According to him, at a meeting of the Bureau, the report on the municipal elections in Azerbaijan was presented by Francis Lek. The text was approved by the Bureau members and will be circulated to representatives of the Congress at the 18th session of the structure on March 17-18. This session will discuss the report and based on it, a relevant document will be adopted.

French senator said that the Bureau decided to send an official letter from the President of the Congress to the government of Azerbaijan and the Committee of Ministers of the Council of Europe.

Members of the Bureau decided to send an official letter from the Acting President of the Congress Ian Micallef to the Committee of Ministers of the Council of Europe, which contains recommendations for further improvement of election practice in Azerbaijan, particularly calculating votes. Later this letter will be submitted by the Committee of Ministers to the Azerbaijan authorities (the President of Azerbaijan Republic and the Minister of Justice). In general, observations of Congress over the municipal elections in Azerbaijan will be presented to the Committee of Ministers of the Council of Europe," said Frecon.

The senator noted that he was part of the observation mission, beginning from municipal elections in Azerbaijan in December 1999. According to him, compared with previous years, theelections held on Dec. 23, 2009, were well-organized.

The municipal elections on Dec. 23 last year were monitored by the mission, led by the Turkish MP Kaya Doganoglu.
