Azerbaijani Central Election Commission cancels election results at 26 polling stations (UPDATE 2)

The Azerbaijani Central Election Commission adopted a decision canceling election results at 26 polling stations at its meeting held on Sunday.  

At the meeting appeals, which were received by the Central Election Commission in connection with the Azerbaijani parliamentary elections, held Nov. 7, were considered. Two appeals were returned to the applicants: one due to the expiration of the term specified by law for the submission of a complaint, another - because of uncertainty of the indicated claim. Sixteen appeals were dismissed due to their groundlessness, one was sent for consideration to the relevant district commission and the decision of termination on the consideration process for another appeal was adopted due to the removal of argument subject.
In addition, in accordance with the impossibility to define the expression of voters' will the CEC adopted the decision to recognize the elections results invalid at three polling stations of the 22nd Nasimi Constituency No.2, one polling station of the 40th Kapaz (Ganja) Constituency No.2, one polling station of the 31st Surakhani Constituency No.2, five polling stations of the 113th Shaki City Constituency, six polling stations of the 60th Salyan-Neftchala Constituency, six polling stations of the 63rd Sabirabad Constituency No.1 and one polling station of the 26th Sabunchu Constituency No.1.

The meeting considered the issue of checking the district election commissions' protocols and documents added to them regarding parliamentary elections, which were held Nov.7, 2010. The CEC has decided to recognize election results on two polling stations of the 64th Sabirabad Constituency No.4, one polling station of the 84th Fizuli constituency and one polling station of the 88th Goychay Constituency.

According to preliminary election results announced by the CEC Asim Mollazade has won in the 22nd Nasimi Constituency No.2 (49.47 percent), Musa Guliyev - in the 40th Kapaz (Ganja) Constituency No.2 (38.82 percent), Faraj Guliyev - The 31st Surakhani Constituency No.2 (34.52 percent), Yagub Mahmudov - in the 113th Shaki City Constituency (54.15 percent), Fazail Agamali - in the 60th Salyan-Neftchala Constituency (51.84 percent),  Jeyhun Osmanli - the 63rd Sabirabad Constituency No.1 (68.19 percent) and Fazil Mustafa - the 26th  Sabunchu Constituency No.1 (51.74 percent), Rustam Khalilov- the 64th Sabirabad Constituency No.4 (62.80 percent), Bahar Muradova - the 84th Fizuli constituency (67.00 percent), Sabir Hajiyev  - the 88th Goychay Constituency (53.40 percent).

At the meeting a decision was made to draw up the final protocol of the Central Election Commission regarding to the parliamentary elections.

Azerbaijan held the parliamentary elections Nov. 7. According to the CEC's Elections Information Center the voter turnout hit about 50.14 percent (roughly 2.48 million voters) in Azerbaijan.

The CEC reported that 690 candidates were running for the parliamentary elections. The CEC announced the preliminary election results.

Parliamentary elections in Azerbaijan are held by the majority system in 125 constituencies. Previous parliamentary elections were held in November 2005.
