Azerbaijan appeals to Security Council to act against violations of humanitarian law

Azerbaijan has called on the UN Security Council (UNSC) not to remain indifferent about situations where international humanitarian law is seriously violated.

"The UN Security Council cannot remain indifferent about situations where international humanitarian law and human rights are seriously violated," Agshin Mehdiyev, Permanent Representative of Azerbaijan to the UN, said at an open meeting of UNSC on the situation in the Middle East, Itar-tass reported.

Illegal construction of Jewish settlements on occupied territories is one of the major obstacles toward peace between Israel and the Palestinians. Many delegates repeated this during an open meeting of the UNSC on the situation in the Middle East.

"Settling Israeli issues in the West Bank and East Jerusalem disastrously affects the Palestinians, its territorial continuity and living conditions and prospects of peace," Riyad Mansour, Palestinian permanent representative to the UN said.

With reference to UN data he said "settling issue relating to Israel rose by 20 per cent last year when the construction of 1850 housing units began and 3500 units were under construction on the territory of 142 existing illegal settlements and so called outposts"

As a result of these actions on the part of Israel "over 43 per cent of the West Bank has moved beyond the control of the Palestinian National Authority, resulting in Palestinians being deprived of access to natural resources and doesn't let the people carry out legitimate economic, social and cultural policy," the Permanent Representative of Palestine to the UN Hardeep Singh Puri said.

"Such activities are illegal and seriously undermine international efforts aimed at settling this conflict on a two-state basis," Russian Permanent Representative to the UN Vitali Churkin said. He also expressed concern over escalation of violence against Palestinians and their property in the West Bank by aggressive settlers who enjoy "virtually absolute impunity".

Azerbaijan has been non-permanent member of the UNSC where it was elected in October, 2011 for 2012-2013.
