Azerbaijani oppositionist's parole petition returned

Baku's Surakhani District Court has returned a petition filed by Azerbaijani Musavat opposition party's central executive office head Arif Hajili for early release as it was incorrectly drawn up.

Hajili, who is serving time in a correctional facility, asked the court to consider his parole in connection with the fact that he has already served one-third of that sentence, Surakhani District Court told Trend on Monday.

Petition of Hajili was assigned to Judge Samir Mammadov and then forwarded to the correctional facility number 15 on the grounds that after serving one-third of sentence one should contact the place of his imprisonment with a request for early release.

Deputy Head of the Prison Service Huseyn Alikhanov said that a few days ago, according to the schedule, he received prisoners of correctional facility number 15, including Hajili.

Functioner of Musavat did not express dissatisfaction with the conditions of detention and treatment of him and other prisoners, and a violation of his rights.

"In addition Hajili asked, whether he has the right to parole. It was explained that after serving at least one-third of that sentence a request for early release should be addressed to the management of an correctional facility of a district type, after serving half of the term - in court, and for pardon - to the Commission for pardons," said Alikhanov.

At the same time he noted that some international human rights organizations, paying special attention to some prisoners, contribute to the fact that these prisoners, wanting to continue to be the object of attention, do not ask for early release.

"They tend to politicize their crimes, and under various pretexts, refuse to apply for early release, changing the type of correctional facility or contact the Commission for Pardons, although these rights were explained to them," said Alikhanov.

Hajili was sentenced to two and a half years in prison for taking part in an unsanctioned rally of the so-called Public Chamber of the opposition on April 2, 2011.
