Azerbaijani top official: Several state and int’l organizations show interest in ASAN’s activity

The outgoing year of 2012 was remembered for significant socioeconomic development, Azerbaijan’s achievements on the international arena, a number of significant reforms in state bodies, institutional changes and the use of new technologies and innovations, Head of the Department on Work with Law-Enforcement Agencies of the Azerbaijani Presidential Administration Fuad Alasgarov told the media today.

The outgoing year of 2012 was remembered for significant socioeconomic development, Azerbaijan's achievements on the international arena, a number of significant reforms in state bodies, institutional changes and the use of new technologies and innovations, Head of the Department on Work with Law-Enforcement Agencies of the Azerbaijani Presidential Administration Fuad Alasgarov told the media today.

"I would like particularly stress the Azerbaijani President's decrees dated July 13 and September 5, to create and organize the activity of the State Agency for Services to Citizens and Social Innovations and ASAN Service centers," he said.

"Today, Azerbaijani President Ilham Aliyev has attended the opening ceremony of service center #1 of ASAN State Agency for Public Services and Social Innovations."

Alasgarov said that both decrees pointed to the purposes and principles of ASAN service's activity and specific instructions were given to improve the services rendered to citizens and to ensure transparency.

He added that the main purpose of ASAN is to satisfy citizens with legal services rendered by state agencies, to ensure transparency, to exclude corruption cases, to use the modern technologies, to form new thinking in the relations between servants and citizens, as well as the approach - "task of a state servant is to ensure the citizens' rights".

"The President has instructed to render services in these centers upon the principles of efficiency, transparency, courtesy, responsibility and convenience," Alasgarov said.

"The service must be rendered promptly and transparently. The ethics rules must be thoroughly observed. One must take responsibility for the duties, and the maximum of convenience of citizens using the center's services must be fully insured," he said. "In other words, the citizen must be satisfied as a result of a public body's executing its duties."

"While opening ASAN service center, Azerbaijani president has given additional instructions to improve the services there," he said. "As a major task, he has determined to ensure execution of the citizens' requests at a high level."

ASAN service center will begin working on January 15. The similar centers are also expected to be opened in some Baku's districts and the country's regions.

The work was conducted in ASAN service center for state bodies to render services to citizens in a higher quality and in a new style by using modern innovations.

"Several state and international organizations have shown interest in ASAN Service's activity," Alasgarov noted.
