Iran is quite a complicated state in terms of its internal structure and principles of governance. However, there is no doubt that the real head of Iran is the supreme religious leader, Sayyid Ali Khamenei. There is no regulation, or other document, determining his functions in the management over the country, and the work he is supposed to undertake, Director of the Center for Political Innovations and Technologies, political analyst Mubariz Ahmedoglu told Trend.
According to him, the supreme religious leader may at any time call, for example, agricultural workers and give them instructions. All the complexity of governance in Iran is in it. Internal and external policies in Iran are pursued by variety of structures. However, the Supreme National Security Council has the sole authority over these structures, as this structure is directly subordinate to the supreme religious leader.
"According to our information, the head of the Supreme National Security Council is not only faithful to the Supreme Leader, but has never showed ambitions. When assessing Saeed Jalili's visit to Azerbaijan, the aforementioned facts should be taken into consideration. The structure headed by Jalili deals not only with the Iranian nuclear program, but also coordinates all security issues. Since the Iranian nuclear program is now of superior importance, the Supreme National Security Council addresses this issue," Ahmedoglu said.
He said Saeed Jalili's meeting with the Azerbaijani President should be assessed positively in all aspects. The states with different interests in the Iranian-Azerbaijani relations must understand that the problems created in these relations can be easily eliminated. In this regard, Jalili's visit can be perceived as a message to some forces both within Iran and abroad. Touching on the issue of regional security, Jalili did not say anything new, as this theme has long been on the agenda, the political scientist said.
"Our policy toward Iran is also independent, as well as the policy in relation to other states. If Iran is interfering in Azerbaijan's relations with another state, suspicions may arise that other states intervened in Azerbaijan's policy in regard to Iran. Coverage of the Jalili's visit in the Iranian and Azerbaijani press is noteworthy. The Azerbaijani side published his words in connection with the Karabakh issue. From Jalili's words on the Nagorno-Karabakh conflict it becomes clear that Iran will strengthen efforts to resolve the Nagorno-Karabakh conflict within the territorial integrity of Azerbaijan. The Iranian press did not cover his words regarding the Nagorno-Karabakh issue. In any case, a good opportunity came up to expose those who want to sow discord in the Iranian-Azerbaijani relations, "Ahmedoglu said.
He said Saeed Jalili, is a representative of Iran's supreme religious leader. He arrived in Azerbaijan and conveyed the supreme leader's message on strengthening relations with Azerbaijan.
"At the time, the Iranian president also sent message on the improvement of relations with Azerbaijan. Certain forces within Iran have transformed anti-Azerbaijanism into their political and financial resources. These forces negate the positive intentions of the Iranian president. In any case, they are not strong enough to nullify good intentions of the supreme religious leader," the analyst says.
