The Interior Ministry will provide each citizen with an ID card in order to encourage a high voter turnout, Deputy Interior Minister Lieutenant General Orudzh Zalov said on Tuesday during a specialized course on electoral law for the chairmen of district election commissions at the Central Election Commission.
"Two or three days prior to elections, we will try to provide identity cards to all citizens, whose names are listed among voters. I believe there will be no major problems," the deputy minister said.
According to Zalov, the Interior Ministry wants to secure the rights of every citizen who will participate in the elections.
"I believe that we will do this work at such a high level that it will not be possible to repeat in many other countries," the lieutenant-general said.
In the course of the elections, the safety of voters and persons implementing this process, will be fully ensured, the deputy minister said. He stressed that the police would not interfere in the election. The police will be able to enter the polling station only at the invitation of the Commission if there is an incident.
Security will be fully ensured at the places of meeting of political parties and organizations and illegal activities will receive an appropriate response, the Deputy Minister said.
"They are free to hold rallies and meetings with voters in sites designated by local executive authorities, and we are prepared to ensure the safety of these activities. We will create a safe environment for them to express their thoughts. We can also take responsibility for the security of candidates by request the from CEC. Illegal pickets and rallies will be dispersed in accordance with the law," Zalov said.
Preventive measures will be carried out in order to avoid such incidents, the Lieutenant-General added.
According to him, the polls and the districts will be protected; police will leave them only after the arrival of members of the electoral commission and will perform their duties outside the polls without any intervention.
The Ministry will hold a regular board meeting with Minister Ramil Usubov on July 31, Zalov said in conclusion. Preparations for the elections will be a priority at this meeting.
