Azerbaijan’s Prosecutor General appeals to Russian colleagues with regard to investigation of Orkhan Zeynalov’s case

Azerbaijan’s Prosecutor General, Zakir Garalov appealed to the Prosecutor General of Russia and the head of the Investigative Committee with regard to conducting investigation of Orkhan Zeynalov’s criminal case objectively and fairly in line with the criminal procedure legislation and norms of the international law, a message of the Azerbaijani Prosecutor General's Office said on Tuesday.

Azerbaijan's Prosecutor General, Zakir Garalov appealed to the Prosecutor General of Russia and the head of the Investigative Committee with regard to conducting investigation of Orkhan Zeynalov's criminal case objectively and fairly in line with the criminal procedure legislation and norms of the international law, a message of the Azerbaijani Prosecutor General's Office said on Tuesday.

It should be reminded that Orkhan Zeynalov is accused of murdering a Russian citizen, Yegor Scherbakov.

In his appeal the Prosecutor General strongly condemned unlawful acts committed against Orkhan Zeynalov, and reminded his colleagues about the appeals of the Azerbaijani Embassy in Moscow to the Russian side on the investigation of the criminal case on the legal plane, in compliance with the requirements of international conventions.

Garalov added that the presumption of innocence was violated during Zeynalov's arrest.

Azerbaijani Prosecutor General brought the requirements of the European Convention on 'Protection of human rights and fundamental freedoms' and the CIS countries Convention 'On legal assistance and legal relations in civil, family and criminal cases' to the attention of his Russian colleague and the chairman of the Russian Investigative Committee.

Garalov also underlined that the illegal actions admitted against Zeynalov caused a wide resonance both in Russia and among Azerbaijan's public.

In his appeal the Prosecutor General of Azerbaijan especially stressed that rule of law should be provided and Orkhan Zeynalov's rights and freedoms should be protected, he must be provided with a lawyer, a translator, and tortures and degrading treatment against him should not be allowed in the future, and such actions must be prevented.

The killing of 25-year-old Yegor Scherbakov on October 10 in Biryulevo, which the Azerbaijani citizen Orkhan Zeynalov is suspected of, led to mass unrests in the district.

Hundreds of Russian nationalists demanding the catch of the killer attacked the Biryuza shopping centre and Pokrovsky fruit and vegetable base in West Biryulevo and beat migrants from the Caucasus and Central Asia working in the center and the market.

The special mission units arrived at the scene. During the clashes, a large number of migrants and locals were injured. After these occasions an Azerbaijani citizen and an Uzbek citizen were brutally killed in Moscow.
