Speaker of the Verkhovna Rada, Oleksandr Turchynov, declared by parliament as the acting president of Ukraine, said that any movement of servicemen personnel belonging to the Black Sea Fleet of Russia beyond their military bases will be regarded by Kiev as military aggression, RIA Novosti reported on Feb. 27.

Speaker of the Verkhovna Rada, Oleksandr Turchynov, declared by parliament as the acting president of Ukraine, said that any movement of servicemen personnel belonging to the Black Sea Fleet of Russia beyond their military bases will be regarded by Kiev as military aggression, RIA Novosti reported on Feb. 27.

"I appeal to the representatives of the Russian Black Sea Fleet," he added. "Any movement, especially with arms beyond their military bases as stipulated by an agreement, namely the Black Sea Fleet deployment in Crimea, will be evaluated as military aggression."
