Azerbaijan banned the international transfer of persons under less than 18 years.
"Recently, FIFA has injected a series of regulations into the article to prevent the exploitation of footballers' labor from third countries, who from an early age moved to the developed countries. One of these articles is the Article 19 of the FIFA Regulations on the Status and Transfer. Under this article, the international transfer of a footballer who is less than 18 is prohibited. Azerbaijani footballers can also take advantage of certain provisions of this article," said Ramish Maliyev, the chairman of the Footballers' Status and Transfer Committee of the Association of Football Federations of Azerbaijan (AFFA).
He said the regulations of FIFA and UEFA do not determine the exact rate that under which age junior footballers can sign a professional contract. "If we consider the existing rules, then we will reach this outcome," he said.
"Footballers even between 16 - 17 years can sign a professional contract, that is, they can be considered as professional, receiving a greater amount than that spent on its purchase. Just here, one must take into account the legal nuance. Under the Civil Code of the Azerbaijan Republic, persons under 18 years are not considered fully able-bodied, that is, they can sign a contract in an independent manner with the exception of certain contracts. They may become one of the parties of a contract only with the consent of their parents or guardians. According to the paragraph 3 of the Article 42 of the Labor Code of Azerbaijan Republic, everybody being under 15 years can become one of the parties, but in this case, the consent of the parent or guardian is necessary," said Maliyev.
