The Education Ministry plans to introduce certificates of varying degrees.
"In the future we should establish specialized public schools and issue certificates of varying degrees as is done in many countries," Azerbaijani Education Minister Misir Mardanov said.
The minister believes establishing specialized public schools is necessary as graduates spend a great deal of time preparing for subject-specific entrance exams and simply forget other subjects.
The ministry's aim is to align school programs with the entrance exams, Mardanov said.
Touching upon the new grading system for early classes, the minister said it will allow the level of teaching to be assessed at individual schools as well as the knowledge of the schoolchildren.
