80 percent of drug users registered for the first time during this year were identified by law-enforcement agencies, head of the working group of State Drug-Enforcement Committee, Araz Aliguliyev, said on Nov.18.
Aliguliyev has also expressed disagreement with the fact that drug users should be considered as criminals.
According to him, most of the firstly registered drug users are revealed by the law-enforcement agencies.
There are drawbacks in enlightenment activities on combating drugs among the youth and teenagers and in efforts to identify persons with drug dependence.
The enlightenment, treatment and rehabilitation activities which are conducted in this regard do not correspond to today's demands, Aliguliyev said
"The efficiency will be achieved if health and social services start working to reveal drug dependence persons and the number of drug users made criminally responsible will reduce," Aliguliyev reported.
