Problems with Azerbaijani ether to be solved: chairman of Council (UPDATE)

The Azerbaijani Television and Radio Council will solve problems with Azerbaijani television. Head of presidential administration, academician Ramiz Mehdiyev pointed to these problems in his article.

"The Council welcomes this article. All problems of Azerbaijani TV ether have been analyzed in this article. Ways of solving these problems have been also indicated there. The Council will fulfill its tasks and strengthen control as regulating organization," chairman of the council Nushravan Maharammli said at a meeting on October 7.

Head of the presidential administration Ramiz Mehdiyev attracted attention to shortages in activity of TV and radio channels in the article published in 'Azerbaijan' newspaper under the title 'Ether time of Azerbaijan: problems and tasks' on October 2.

Mehdiyev said that increasing number of low-quality entertaining show programs at TV channels is one of mainly discussed problems disturbing public.

Head of the administration said that discussion of the problem by experts demonstrated that business-interests of TV and radio channels, adding programs alien to our mentality to fill up ether, lack of professional staff and other problems are one of major grounds of similar serous shortages.

Maharammli said that TV channels must bear responsibility with fulfillment of certain functions in the society though they are business facilities from legal point of view.

"TV channels must improve quality of enlightenment, information-cognitive, entertaining and military-patriotic programs for them to play positive role in education of youth. People worry about vulgar show-programs. The Council tries to solve these problems by convincing heads of TV channels. But the legislation does not have an opportunity to interfere. The Council will prepare and submit its proposals to the corresponding agencies," chairman of the council said.

He said that the council worries about singers conducting programs, as well as low level of presenters. The Council intends to hold trainings for TV presenters.

Maharammli stressed also the problem with advertisement on TV channels. "TV channels earn as a result of advertisement of pregnant singers. Advertisement forbidden for day time is placed," chairman of the council said. 

Chairman of the council proposed to increase sum of fines. "While fine worth 200 manat imposed in Azerbaijan, up to 50,000 manat is imposed abroad. So, sums of fines imposed for violation of the law must be increased," Maharammli said.  

He said that one can read words alien to Azerbaijani mentality in creeping line.

"There are few Azerbaijani and animated films. Children are educated under impact of foreign animated films. There are problems with dubbing-in. Though all TV channels said that they have dubbing-in studios in May 2008, now 2-3 people dub conversation with participation of 20 people. Rating of TV channels is calculated wrong. It is proved by the fact that TV channels advertise organizations dealing with calculation of rating," Maharammli said.
