Around 35.2 percent (6,237.4 million manat) of the state budget expenditure were of social purpose in 2016, which is 10.1 percent or 571.5 million manat more than in 2015.
These funds were transferred to the wage fund, for the payment of scholarships and social allowances, medical and food expenses.

Some 65.9 percent (11.693 million manat) of budget expenditure accounted for the current expenditure, 24.1 percent (4,283.9 million manat) - capital expenditure, 10 percent (1,765.5 million manat) - the state debt and other obligation-related expenses.
In general, the Azerbaijani state budget expenditure reached 17,742.4 million manat in 2016 (budget execution by 95.9 percent).
The state budget revenues amounted to 17,501.2 million manat in 2016 against the forecast of 16.822 million manat, which means over-fulfillment of the forecast by four percent.
Around 7,015.2 million manat were transferred to the state budget through the taxes ministry, which is by 0.1 percent more than forecast.
Some 77.1 percent (5,408.2 million manat) of budget revenues accounted for non-oil sector, which is by 7.6 percent or 379.8 million manat more than in 2015.
Around 2,291.6 million manat were transferred to the state budget through the Azerbaijani State Customs Committee, which is by 26.6 percent more than forecast and by 44 percent (699.7 million manat) more than in the previous year.
Moreover, some 239.1 million manat obtained from the paid services rendered by budget organizations was transferred to the state budget in 2016, 130.9 million manat – as a result of the revaluation of financial assets, 68.8 million manat – as a result of the return of issued loans and state guarantees, 40.4 million manat – as a result of fines and penalties, 92.2 million manat - other revenues.
Transfers from the State Oil Fund of Azerbaijan (SOFAZ) to the state budget amounted to 7.615 million manat, which is by 6.3 percent or 515 million manat less than in 2015.
The state budget deficit amounted to 242.1 million manat.
Consolidated budget expenditure amounted to 21.406 million manat, income – 21,581.6 million manat.
