Tbilisi does not set any preconditions for launching a dialogue with Russia in the new format, Georgian Prime Minister's Special Representative for Relations with Russia Zurab Abashidze said today.

"It will be unclear in the context of these negotiations if Russia urges us to recognise the independence of Abkhazia and South Ossetia within the preconditions," Abashidze said.

This statement follows the statements made by Russian Foreign Minister Sergei Lavrov. He said on Tuesday that Georgia still considers South Ossetia and Abkhazia as 'occupied territories'.

He said that this rhetoric does not promote the launching of a dialogue without preconditions.

Abashidze said that radical differences of course, are not the best background for starting up relations. However talks may be launched whilst resolving economic, cultural and other issues.

"We confirm that it is necessary to normalise relations with Russia," Abashidze said. "It is necessary to find a way out together with Russia."

Military action was launched in the Georgian region of South Ossetia on Aug.8, 2008. Later Russian troops occupied the city of Tskhinvali and drove the Georgian military back. Russia recognised the independence of Abkhazia and South Ossetia in late August.
