Agreement signed on ending crisis in Ukraine

The agreement between the government and the opposition to end the crisis in Ukraine was signed by Ukrainian President Viktor Yanukovych and leaders of three opposition factions of the Ukrainian Parliament: Vitali Klitschko, Arseniy Yatsenyuk and Oleg Tyahnibok on Feb.21 in Kiev.

The agreement between the government and the opposition to end the crisis in Ukraine was signed by Ukrainian President Viktor Yanukovych and leaders of three opposition factions of the Ukrainian Parliament: Vitali Klitschko, Arseniy Yatsenyuk and Oleg Tyahnibok on Feb.21 in Kiev.

From the European Union the agreement was witnessed by Polish Foreign Minister Radoslaw Sikorski and German Foreign Minister Frank-Walter Steinmeier, as well as director of the Continental Europe Department at the French Foreign Ministry Eric Fournier.

On Tyahnibok's proposal, before the signing of the agreement, the participants stood up to commemorate those killed on Feb.21 in Ukraine, Interfax said.

The head of the presidential administration Andriy Klyuyev, chairman of the Verkhovna Rada Volodymyr Rybak, Foreign Minister Leonid Kozhara and foreign ambassadors also participated at the signing ceremony.

The participants applauded the signing of this agreement. Earlier, the draft agreement between the government and opposition on ending the crisis in Ukraine was made public in the media.

The document says that a special law which will renew the effect of Ukraine's Constitution of 2004 with the amendments made until that time, will be adopted, signed and published within 48 hours after the signing of this agreement. The signatories declare their intention to form a coalition of national unity within ten days thereafter.

The constitutional reform that will balance the powers of the president, government and parliament will begin immediately and be completed in September 2014.

The presidential elections will be held immediately after the adoption of the new Constitution of Ukraine, but no later than December 2014. A new electoral law will be adopted, new composition of the Central Election Commission will be formed on proportional basis in accordance to the rules of the OSCE and the Venice Commission.
