The parliament of Ukraine has adopted a decision to restore the constitution of 2004, according to which a parliamentary-presidential form of government will operate in Ukraine, RIA Novosti reported.

The parliament of Ukraine previously adopted a similar decision and submitted it to President Viktor Yanukovych for signing, but he hasn't signed it yet. Under these conditions, the Rada decided to adopt a decision which doesn't require the president's signature for entering into force.

The decision entered into force when it was adopted, but it will cease to act if Yanukovych signs the law adopted on Feb.21 on restitution of 2004 constitution.

The constitution of 2004 allows the Rada to form a government without participation of the president, according to the speaker of Ukraine's Verkhovna Rada (parliament) Alexander Turchinov.
