A draft law on a simplified procedure of admission of a foreign state's part to the Russian Federation as a new subject has been submitted to the State Duma, RIA Novosti reported.

The authors of the draft law are MPs of the Fair Russia faction headed by Sergei Mironov.

It is proposed to make relevant amendments to the law 'On procedure of adoption to the Russian Federation and forming within it a new subject of the Russian Federation' of 2001. The draft law envisages a set of legal measures aimed at regulating the procedure for the admission of a foreign state's part to the Russian Federation as a new subject.

'"In the case of it being impossible to conclude an international agreement due to lack of effective sovereign state power, the adoption of a foreign state's part to the Russian Federation as a new subject can be carried out on the results of the referendum if the issue on its annexation to the Russian Federation was approved, or at the request of the public authorities of this part of a foreign state', the draft law said.

In the case of adoption of a foreign state's part to Russia, the new subject of the Federation will be granted the status of a republic, territory, region, autonomous region or autonomous district, according to the amendments.
