Kazakh-Chinese joint venture CNPC - Aktobemunaigas is the leader in the number of violations of goods procurement from domestic enterprises, the director of "Contract Agency" branch office Zhan Nurbekov said on March 18.

The same violations are fixed each year by the Ministry, but nothing changes, on the contrary , artificial obstacles are created for the participation of Kazakh enterprises in the procurement," he said, speaking at the III Annual conference "Kazneftegazservis - 2014".

CNPC - Aktobemunaigas imposed its own rules for conducting tender, according to Nurbekov.
One of them is the merge of lots, which is used under the word of "set". Thus, they need to provide pipes of different diameters in a single lot. When buying a computer kit in a "set", it means buying a monitor, a mouse, and a keyboard, but the pipes of different diameters, which are then used in different places, can not be a "set", Nurbekov said.

"Another obstacle became the establishment of the obvious impracticable conditions for the supply of purchased goods, works and services. Thus, some mining companies require delivery of equipment was carried out "to the day ", which is unrealistic," the branch office director said.

"For example, Emir Oil company, which requires the supply of the same pipes within two hours upon the receipt of an application from the customer. This is likely intentional malice," he said.

There is also widespread violation of procurement rules is the delay of payment for delivered services and activities for an indefinite period, Nurbekov said.

"Some companies make payments within a year after delivery. Thus, it turns out that the domestic or foreign entity simply subsidizes the oil company," he said.

"Another scourge is the procurement from a single source. Some companies buy 50 percent of goods and services from a single source, which casts doubt on the transparency of half of the cost," Nurbekov said.

CNPC - Aktobemunaigas Kazakh-Chinese joint venture which develops hydrocarbon field in Aktobe region of western Kazakhstan is among the five largest oil companies in Kazakhstan.
