The State Joint Stock Railway Company Uzbekistan Railways (Ozbekiston Temir Yollar) reduced the receipt of light petroleum products designated for Afghanistan, the official website reported.

Since April 2014, a sharp increase has been observed in car traffic volume with light oil cargo coming from CIS railways to Afghanistan, according to the SSRC.

However, the railway station development, where oil cargo unloading is carried out, does not allow timely receipt of such a large number of tank cars. Also, there are often cases of storage of light oil in the cars by consignees before an increase in their prices in the domestic market of Afghanistan, the company said.

"In this regard, transit cars settle at railway stations and surrounding areas of "Uzbekistan Railways" SSRC landfill," the report said.

Some 783 tanks have accumulated under the unloading of oil cargo in Afghanistan, as of May 5, according to the company. Another 421 tanks stand at the Uzbek railway company`s site in anticipation of transfer to Afghanistan. On average some 30 tanks with light oil cargo enter border stations in this direction a day.

"The current situation can not to cause concern for ensuring the safety and security of the goods transported," the report said.

Herewith, attention is paid to the fact that in a sharp rise in air temperature both in Afghanistan and the surrounding regions of Uzbekistan, there is a splash and flow of liquid cargo hatches of tanks in the boiler tank pressure rises. In this regard, in crowded places loaded oil tankers creates fire and even explosive situation.

The report also noted that unproductive ordinary wagons negatively effect on the operating performance of rail transport, maneuvering and train operation seriously hampered, labor protection requirements station employees working on the railroad tracks in the immediate vicinity of standing cars are not provided. Furthermore, the company is forced to incur inexpedient material losses on the payment of fees for the use of cars

"The administration of the " Uzbekistan Railways " SSRC is forced to take measures to reduce the input of wagon flow with oil cargo toward the direction of Islamic Republic of Afghanistan in order to prevent aggravation of the circumstances, to minimize the negative factors, until normalization of train position and ensuring timely unloading of tank cars of Afghan consignees," the report said.
