Customer complaints on the quality of sold fuel and lubricants has increased in Kazakhstan, with introduction of a moratorium on inspections of small and medium businesses, Kazakh Industry and New Technologies Ministry said on June 27.

"Thus, in the first five months of 2014, some 31 inspections were held to check the oil selling enterprises' compliance with legislation's requirements," the ministry said, adding that the inspections revealed 20 violations.

The ministry also said the fines exceeded 2.4 million tenges ($1-183.49 tenges), and ban was imposed on selling 12 oil product consignments not complying with the technical regulations.

Violations were revealed in the city of Almaty, the provinces of Almaty, Karaganda, West Kazakhstan and South Kazakhstan.

Technical Regulation and Metrology Committee of the Industry and New Technologies Ministry conducts the state control over all businesses selling oil products.

Previously, it was reported that starting from April 2014 until January 1, 2015 the inspections at small and medium businesses were suspended in accordance with Kazakh president's decree #757 "On cardinal measures to improve the environment for entrepreneurship" dated February 27, 2014.

"At the same time, the inspections of the fuel and lubricants quality will continue in respect of the large-scale businesses. The consumers need to remember that the filling stations, as the sellers, are fully responsible for an improper quality of gasoline," the ministry said.

"In case of vehicle failure due to poor quality fuel, the consumer has the right to appeal to the newly created authorized body - the Kazakh Agency for Protection of Consumer Rights," according to a message form the ministry.
