Turkmen President Gurbanguly Berdimuhamedov called on Majlis (parliament) to tighten control over strict execution of the laws, the Turkmen media reported on Wednesday.
The president made this statement to the MPs of the new fifth convocation elected during the elections on December 15, 2013.
"Along with the improvement of the legislation, the adoption of new laws, another urgent task is to tighten control over the strict execution of adopted legislative acts because unfortunately, the requirements, regulations and provisions of certain legal documents are not fully implemented," the president said.
The president drew attention to the need for the most effective use of Majlis's powers to exercise control over the execution of laws based on the Turkmen constitution.
President Berdimuhamedov proposed to change and amend the relevant laws and considered it appropriate to re-analyze the articles of the Constitution.
"We must pay special attention to the improvement of the provisions of the Turkmen constitution by observing the strategic objectives of the development of the society and the country in the new millennium," the president said. "While adopting the main law in the new version, it is important to work out and approve the goals and objectives of legal reforms to be carried out at the present stage of social development."
According to the Turkmen constitution, the parliament passes laws, makes changes and additions to the Turkmen constitution, approves the state budget, resolves the issues on holding referendums and announces presidential and parliamentary elections.
It also considers the issues on the appointment and dismissal of the chairman of the Supreme Court, attorney general, interior minister and minister of justice and ratifies and terminates international treaties, resolves the issues to change the state borders and the administrative-territorial division of Turkmenistan.
