Uzbek President Islam Karimov signed a decree on "Measures on further improvement the system of training and providing the secondary special and vocational educational institutions with qualified teaching staff".
The President decided to reconsider the curriculum of colleges and high schools, removing the traditional methods of learning and increasing the amount of practice and the use of ICT.
The inspection was carried out by special commissions. It revealed that there are serious shortcomings while recruiting teaching staff at professional colleges and academic lyceums.
The modern progressive teaching and latest computer, information and communication technologies, including the Internet are poorly implemented in the educational process, the document says.
The President instructed to take concrete measures to strengthen the management team of colleges by recruiting specialists with sufficient experience in teaching within two months.
The government was instructed to amend the provision on the procedure for certification and awarding qualification categories for teachers, paying particular attention to the skills in computers and information and communication technologies, including the Internet.
According to the document, the directors of professional colleges and academic lyceums are subject to attestation once every two years, and teaching staff - at least once every three years.
The Ministry of Higher and Secondary Special Education, center of secondary special and vocational education were instructed to study the foreign experience of progressive pedagogical methods and techniques (the method of "case study", project method, cooperative learning, a method of "business game", online training, etc.), information and communication technologies, electronic educational resources, and multimedia presentations.
Curriculum and programs for professional colleges and academic lyceums must be renewed with the exception of the traditional school teaching methods, and increasing hours of practical training and industrial practice within the three-month period.
The Uzbek President instructed the Cabinet of Ministers to make a report on the results of the measures till September 1 and as of 2012.
A 12-year system of secondary education has been adopted in Uzbekistan. After the ninth form, young people continue their education in academic lyceums and professional colleges.
At present, staff is being trained in 1,537 specialized secondary vocational schools.
