Uzbek Senate approves laws on raising local self-government bodies’ role

The Senate, the upper house of the Uzbek parliament, approved the laws on "Citizens' self-government bodies" and "Election of chairman (elder) of citizens' assembly and his advisers" in the new edition.

Both laws were prepared within implementing the concept of further intensifying the democratic reforms and forming the civil society in the country.

A new version of the law "Citizens' self-government bodies" envisages further improving the organizational foundations for the activity of the citizens' self-government bodies, transforming micro-regions into the centers of targeted social support of the population, developing the private entrepreneurship and family business and expanding the functions of micro-regions in the public control over the state bodies.

According to the law, the powers of the citizens' self-government bodies have been greatly expanded in implementing the programs to support vulnerable layers of the population, rendering financial assistance to young people from low-income families during marriage and weddings.

Moreover, kengashes (councils) of citizens' assemblies obtain additional powers in the field of social protection of the population, including elderly people living alone, pensioners and disabled people in need of social support, youth employment.

The new edition of the law on "Election of chairman (elder) of citizens' assembly and his advisers" envisages great transparency and openness of elections.

The law also determines additional requirements to the candidates for the post of chairman of citizens' assembly, in particular, a certain period of residence in the micro-region at least five years, experience in state bodies, non-profit organizations.
