International envoy Kofi Annan will propose a Syrian-led transition and "rapid steps" leading to a political settlement in the war-torn country, according to a draft document obtained by dpa.

The Annan proposal will be discussed by the Action Group meeting Saturday in Geneva and attended by all five UN Security Council permanent members and Arab government envoys, to put more pressure on Damascus and the opposition to end the conflict.

"It is for the people to determine the future of the country," the paper says. "All groups and segments of society in Syria must be enabled to participate in a national dialogue process."

The paper says the conflict in Syria will only end "when all sides are assured there is a peaceful way towards a common future for all in Syria."
