The president of the UN Security Council said Wednesday that international envoy Kofi Annan had provided all the "political elements" with which Damascus and the opposition can start a dialogue to end the violence, dpa reported.

Colombian Ambassador Nestor Osorio said after more than two hours of discussion with Annan via a video link from Geneva that the 15-nation Security Council was "concerned and frustrated" that months-long efforts had not brought an end to the conflict.

"Now we have all the intention and political elements (from Annan) to try to create the necessary atmosphere for the government and opposition to enter into dialogue" for a peaceful solution, Osorio said.

He said the council will study in coming days all the proposals, including draft resolutions, related to the conflict in Syria.
