Azerbaijan considers possible tariff change for radio frequency use

The Azerbaijani State Administration for Radio Frequencies submitted a package of proposals for applying new rates for using frequency resources to the Azerbaijani Communications and IT Ministry, the administration told Trend on March 5.

The administration's proposals include the introduction of a fixed annual fee for using radio frequency channels.

Currently, there are three payment options. The first two options envisage a lump-sum payment for obtaining and registering frequency resources. The operators must pay an annual fee to the state for each base station support.

"For example, a fixed value of one GSM base station support is 480 manat," the administration said. "The number of channels used by each base station is not taken into account. There are stations using three channels. Some stations use five or more channels. A fixed fee for each used channel will be profitable for the operators from an economic point of view. This also promotes the rational use of the frequency spectrum."

This practice is widely used in the world. The standards and technologies including the frequencies (LTE, UMTS, WiMAX, etc.) are taken into account.

The ministry is currently considering the administration's proposals. Afterwards, they will be submitted to the Tariff (Price) Council of the country.

The official exchange rate is 0.7844 AZN/USD on March 6.
