The UN Security Council on Wednesday criticized a surge in human rights abuses by defence and security forces in the Central African Republic and asked the government to investigate, DPA reported.

The UN envoy for CAR, Margaret Vogt, reported to the council during an open session that government military and security forces, particularly presidential guards, have been involved in the abuses.

"Such abuses are often carried out in detention centres with total impunity," she said, adding that the UN mission in the country has noted that detainees have been kept for long periods without access to legal counsel.

Vogt reported also that some 75,000 Central Africans remain displaced and living in precarious conditions while the government's appeal for 134 million dollars to assist the displaced has been "grossly under funded."

The council welcomed efforts by CAR, Chad and Sudan to fight the Lord's Resistance Army, which is responsible for atrocities in countries in the region. It supported a UN and African Union campaign to encourage LRA rebels to defect and be reintegrated into society.
