PACE adopted a resolution, which advocates for the presence of a monitoring mission in the conflict zone of the 2008 conflict between Russia and Georgia, RIA Novosti reported.

PACE adopted a resolution, which advocates for the presence of a monitoring mission in the conflict zone of the 2008 conflict between Russia and Georgia, RIA Novosti reported.

On Wednesday morning, PACE considered the report "On the humanitarian consequences of the war between Russia and Georgia in 2008."Following the discussion, PACE adopted a resolution requesting the involved parties to "vigorously address security issues in the framework of the first working group of the Geneva international discussions."

Furthermore, the Assembly called for there to be "a start to real dialogue on monitoring on both sides of the administrative border with engagement from the EU monitoring mission." Assembly insists on providing "full and unhindered access of the currently occupied former conflict zones to the mission." The draft resolution didn't contain a statement on the situation in the "occupied former conflict zones". It was added in the course of voting on amendments to the resolution.

The final text of the resolution states that "the security situation remains tense especially in the areas adjacent to the administrative boundary, but not at the level that led to the war of 2008." The resolution states that a "large-scale Russian military presence in Abkhazia (Georgia) and South Ossetia (Georgia) is contradictory to progress." The document explains that "on the one hand it is perceived by Georgia and much of the international community as an occupation of part of the country by a neighboring country's troops; on the other hand, it is perceived by the Russian Federation and the de facto authorities as a guarantee against the recurrence of conflict." At the stage of work on the final document, parliamentarians voted in favor of including the "most of the international community" provision in this document.
In general, the adopted final text doesn't differ much from the draft recommendations. It also contains the original instructions to the parties on addressing the issue of refugees in the Russian-Georgian conflict of 2008.

Large scale military actions were launched in South Ossetia in Georgia on August 8 2008. Later Russian troops occupied Tskhinvali and expelled the Georgian military. Russia recognized the independence of South Ossetia and Abkhazia late in August. Tbilisi ended diplomatic relations with Moscow in response and has announced the two unrecognized republics to be occupied territories.
