The North Atlantic Alliance failed to improve relations with Russia, NATO Secretary General Anders Fogh Rasmussen said Sept. 15, Interfax news agency reported.

"We tried long and hard to build partnership with Russia in accordance with the security issues, international law and norms ... Unfortunately, Russia rejected all our efforts," Rasmussen said in Brussels, summing up his work as the secretary general of the alliance.

Rasmussen added that Russia continues to perceive NATO as an enemy rather than a partner.

Anders Fogh Rasmussen's term as the head of the alliance will expire in late September.

On October 1, the duties of the NATO secretary general will go to Jens Stoltenberg.
