Head of Russia’s Federation Council supports offshore amnesty

Economic and political incentives are needed to return Russian capital to the country, Chairperson of Russia's Federation Council (upper house of parliament) Valentina Matviyenko told reporters Oct. 3.

She made the remarks at the ongoing 4th Baku International Humanitarian Forum, commenting on proposals on offshore amnesty amid capital outflow from Russia.

The offshore amnesty implies the introduction of certain privileges or concessions in order to bring back the Russian capital from abroad into the country.

"Conceptually, I support the decision, and I believe that in the context of the deoffshorization laws, the economic and legal incentives are primarily needed for our businesses return to Russian jurisdiction, and keep its capital here," Matviyenko said.

"Therefore, in principle, I support this, but this needs very serious work," she added.

However, Matviyenko noted that the offshore amnesty is not an easy task and there are a number of cases that need to be taken into account for the offshore amnesty to be efficient, and also fair.
