CIS mission emphasizes openness and transparency in preparations in Azerbaijani presidential elections

Preparations for the Azerbaijani presidential elections which will be held on October 9, are carried out in accordance with the republic’s constitution and Electoral Code, according to the interim report on the process of observation of preparations and conducting of elections issued by the CIS observation mission.

Preparations for the Azerbaijani presidential elections which will be held on October 9, are carried out in accordance with the republic's constitution and Electoral Code, according to the interim report on the process of observation of preparations and conducting of elections issued by the CIS observation mission.

CEC meetings about which it is reported in advance, are held with the participation of international observers, covered by the media, the report posted on the organization's website on Thursday said.

The website of the CEC works effectively, where you can obtain information about the election campaign, the report said.

Weekly courses on the organization and the conduction of elections were held with the chairmen of the district election commissions

In order to improve the professionalism of the members of precinct election commissions (PEC), District Election Commissions (DEC) provide training for members of the PEC, the report said.

"According to the long-term observers, during the training sessions, practical recommendations are prepared for members of precinct election commissions on the code requirements, the assurance of democratic and transparent election process and the openness and transparency of vote counting. In order to increase the public trust in the election process, maximum openness and transparency of the voting and vote counting process, as well as to prevent irregularities and falsification, some 1000 webcams were installed in the polling stations which are two times more than in the previous presidential elections, " the report of the mission said.

Within the monitoring of the election campaign, the long-term observers visited all seven DECs and a number of PECs in the Nakhchivan Autonomous Republic, as well as district and precinct election commissions of Baku, Ganja, Lankaran, Absheron, Astara, Lerik, Khachmaz and Shamkir regions.

According to the observers, the leadership and members of district and precinct election commissions are open for communication, provide the necessary information about the ongoing pre-election events.

The mission began monitoring the election campaign on September 10, 2013. Twenty observers are operating on a long term basis.

As of September 25, over 200 observers were accredited in the mission representing the Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Moldova, the Russian Federation, Tajikistan, Uzbekistan, Ukraine, the Inter-parliamentary Assembly of CIS member-states, of the Belarus-Russia Parliamentary Assembly, as well as the Executive Committee of the CIS.
