The process of resolving the Armenia-Azerbaijan Nagorno-Karabakh conflict should be moved from the dead point, said Azerbaijani Foreign Minister Elmar Mammadyarov at a joint press conference with Brazilian counterpart Aloysio Nunes Ferreira in Baku Nov. 15.

This issue will be discussed during the visit of Russian Foreign Minister Sergey Lavrov to Baku and during his meeting with the co-chairs of the OSCE Minsk Group in Moscow, said Mammadyarov.

The issues to be discussed during Lavrov's visit to Baku are on the negotiations table, noted the minister.

He added that Azerbaijan’s position has been voiced many times.

“We want the talks to be conducted not only for the sake of negotiations,” said the foreign minister.

Mammadyarov noted that time has come to resolve the Nagorno-Karabakh conflict.

“Everyone knows that negotiations for the conflict’s settlement must be fruitful. IDPs must be returned to their native lands and peace must be ensured in the region,” he added.

Touching upon the possibility of holding a trilateral meeting between the foreign ministers of Azerbaijan, Russia and Armenia, Mammadyarov said he will make a statement in this regard tomorrow.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
