The Office for Democratic Institutions and Human Rights will not send observers to monitor the forthcoming parliamentary election in Azerbaijan.

"Moscow thinks that this is a politicized decision," Konstantin Dolgov, the Russian Foreign Ministry's commissioner for human rights, democracy and the rule of law, said, RIA Novosti reported.

The parliamentary election will be held in Azerbaijan November 1. According to the CEC, some 769 candidates claim for 125 seats of the parliament. Earlier, the OSCE said that it would not monitor the election in the Azerbaijani parliament.
