Deputy Minister of Foreign Affairs of Azerbaijan called political speculation statements of Armenian officials that Russia will defend Armenia in the event of war.

"The political influence of the Russian military base in Armenia to the conflict is speculative.  On the one hand, such statements are made to impact on domestic public opinion in Armenia. On the other - they may be seen as political pressure on Azerbaijan. There is no foresight in such statements. Make statements like "If Azerbaijan starts an operation in Karabakh, the Russia will support Armenia", in my opinion, it is possible to assess as the political irresponsibility and legal illiteracy" - told Deputy Foreign Minister of Azerbaijan Araz Azimov to journalists on Saturday.

Azimov emphasized that Nagorno Karabakh is Azerbaijan's territory occupied by Armenia.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and seven surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group - Russia, France, and the United States - are currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council's four resolutions on the liberation of the Nagorno-Karabakh region and the surrounding territories.

"If Azerbaijan decides to conduct any military operation in its territory, probably there is no need to go beyond its borders. Azerbaijan continues intention to liberate its occupied territory peacefully. If Armenia well appreciated the efforts aimed at resolving the conflict peacefully, problem would be solved "- Azimov said.

According to Azimov, Armenia rejected the proposal of the Minsk Group co-chairs. And this led to stagnation in the negotiating process.
"If there isn't any change in positions, it is unlikely the result would be reached", - the diplomat said.

According to him, the result could be obtained, with the concurrence of the Co-Chairs offers.

"What is the main issue here? Does Armenia recognize territorial integrity of Azerbaijan? Does Armenia ready to support the development of a model that will provide two communities of Nagorno-Karabakh to live together within the territorial integrity of Azerbaijan? If Armenia recognizes the territorial integrity of Azerbaijan, Azerbaijan will recognize the territorial integrity of Armenia. If they agree about the integrity of Azerbaijan the others problems will be solved within one day.  We never heard of this basic response from Armenia.
If Armenia would support the adoption of the international community model - providing autonomy to people in the region, within the territorial integrity of states - the problem is easy to find a solution", - Araz Azimov said.
