The EU participation in peacefully solving the Armenia-Azerbaijan Nagorno-Karabakh conflict should be enhanced, members of the European Parliament (MEPs) said.

In their recommendation on the negotiations on the EU-Azerbaijan Comprehensive Agreement, MEPs underlined that new deals between the EU and each of the parties to this conflict must be made conditional on meaningful commitments to and substantial progress towards the peaceful resolution of the conflict.

Parliament’s rapporteur Norica Nicolai said: "We face today the reality of seeing the EU borders more and more insecure, therefore a good dialogue and cooperation within the Eastern Partnership including Azerbaijan becomes essential. An honest and trustful relationship between the representatives of EU and Azerbaijan will bring economic benefits to both sides and can assure the consolidation of the democracy in this area."

The full house is expected to vote on the final text at its July 2018 plenary session in Strasbourg.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
