Azerbaijan, Baku /corr. Trend K.Ramazanova / Azerbaijan does not fulfill several of its obligations undertaken before the Council of Europe, the Co-rapporteur of the PACE Monitoring Committee, Andreas Herkel, briefed the media on 9 December in Baku.
"Arresting journalists affects not only arrested, but also other journalists. The Election Code of Azerbaijan contains a number of shortages," he said. He stressed that he will attend Venice Commission's Plenary Session.
According to him, Azerbaijan presents problems for the Council of Europe because there are many problems with the human rights.
