European Union High Commissioner Determines Diplomatic Settlement of Iranian Problem

Azerbaijan, Baku, 28 January / Trend corr. E.Huseynov / The High Commissioner of the European Union intends to take measures on the diplomatic settlement of the Iranian nuclear program. "I will do my best in order to reach a peaceful settlement of the issue," Javier Solano, EU High Commissioner on Foreign Policy and Political Security, stated to trend.

Within the last two years the UN Security Council has passed the two resolutions N1737 and N1747, which stipulated sanctions on Teheran's refusal to hold a moratorium on uranium enrichment. The United States are the main initiator of the third round of international sanctions on Teheran. Washington is afraid Iran may create nuclear weapons, in spite of the National Investigation Department publishing data that Teheran had stopped creating nuclear weapons in 2003.

The international community continues to have serious doubts on the exclusively civilian nature of the Iranian nuclear programme. The international community will stick to its dual-track approach, whereby, on the one hand, pressure on Iran is increased gradually and proportionately in relation to its non-compliance with UN Security Council Resolutions and, on the other hand, the international community is ready to pursue and enhance diplomatic efforts with Iran, Solano said.

"We have serious concerns about Iran's failure to suspend all enrichment-related and reprocessing activities as well as the heavy-water reactor project. That is why Iran must take all the steps required by the IAEA and produce tangible and rapid results in implementing the work-plan agreed with the International Atomic Energy Agency (IAEA)" Solano said.

The Commissioner noted that he met with five permanent members of the UN Security Council and Germany in Berlin on 22 January. The project of resolution on expansion of sanctions on Iran was developed to submit to the UN Security Council. The EU will appeal to the Security Council to reveal the Council's decision on the issue.

On 22 January, the Commissioner met in Berlin with representatives of the five permanent members of the UN Security Council plus Germany. A further resolution relating to sanctions to be imposed on Iran was drafted for presentation to the United Nations Security Council. The EU will apply what is decided by the United Nations Security Council.

The project of the new resolution on Iran stipulates a range of bans including travels for people who participate in the development of the Iranian nuclear program. So, under the document, there are proposals to freeze bank accounts and assets of a range of Iranian companies.
