Opinions Differ on Establishment of PACE Sub-Committee on Frozen Conflicts

Azerbaijan, Baku, 28 January / corr. Trend I. Alizadeh/ The special committee of the Parliamentary Assembly of the Council of Europe (PACE) on frozen conflicts can be set. "Discussions are held on the establishment of such a type of committee in PACE," Samad Seyidov, the head of the Azerbaijani delegation to PACE and chairman of the permanent committee of Milli Majlis (Parliament of Azerbaijan) on international relations and inter-parliamentary links said to Trend.

Each conflict has its characteristic features. The establishment of a new sub-committee would be a duplication and therefore it is useless, Lord Russell Johnston, the chairman of the PACE sub-committee on Nagorno-Karabakh conflict and British MP said.

There are frozen conflicts in the territories of the three former soviet members-states of PACE, Azerbaijan (Nagorno-Karabakh), Georgia (South Osetia and Abkhazia) and Moldova (the Trans-Dniester Region). All these three countries, being members of GUAM at the same time and Ukraine too, support the establishment of a special PACE sub-committee on frozen conflicts.

PACE has adopted the resolution 1416 on January 2005 on the Nagorno-Karabakh conflict. The resolution says that Armenia has occupied land belonging to Azerbaijan and proposals are put forward with regard to the regulation of the conflict. PACE has set up a sub-committee to exercise control over the realization of the resolution.

Andreas Herkel, PACE reporter on Azerbaijan also supports the establishment of the PACE sub-committee, Seyidov said.

"The discussions give us ground to state that the idea of the establishment of the sub-committee on frozen conflicts is real and work is being carried out in this regard," the head of the delegation said. According to Seyidov, though the Council of Europe does not deal with the regulation of the frozen conflicts, the establishment of the sub-committee can play a great role in forming opinions which influence the conflicts: "The Council of Europe play an important role in this issue. Our aim is not let the conflicts be removed from the agenda of the international community until they are regulated," Seyidov said.
