On 15 June 1993, due to complicated political chaos in the country and threats for civil war and loss of independence, the Nationwide Leader of Azerbaijan Heydar Aliyev was invited to Baku and elected the Chairman of High Council of the Republic.
Abutalibov said that many factors testify that Heydar Aliyev was an unique politician - for the first time in history, not personality follows people, but people follows him. "Heydar Aliyev became father of people. He left a great political school after himself," Abutalibov said. After returning to power with demand of people, as a result of his labor reflecting eastern wisdom and western pragmatism, Heydar Aliyev could re-establish stability, prevent civil war, eliminate faults of his incompetent precursors, Abutalibov said.
In addition, during the event, reports were delivered y Deputy Chairman and Executive Secretary of New Azerbaijan Party, Ali Ahmadov. "Heydar Aliyev created reliable State fundament and Azerbaijan began rapidly developing," Ahmadov said.
