Azerbaijani Central Election Commission launches working group on referendum

On Jan. 8, Azerbaijan's Central Election Commission (CEC) established a referendum working group.

The working group will check the authenticity of subscription lists and other documents submitted by the referendum initiative groups.

"The working group will include experts and employees of the Justice Ministry, Finance Ministry, Tax Ministry and Interior Ministry," CEC Secretary General Natig Mammadov said at a meeting of the CEC. "CEC member Ilham Mammadov has been appointed chairman."

The working group will study the complaints of citizens regarding election right violations.

"The working group will include 9 CEC members, and expert groups will also be established in constituencies," Mammadov said.

In late December, Azerbaijan's parliament passed a decision to hold a referendum March 18 to amend the Constitution. The referendum aims to amend 29 articles in the Constitution.

According to Article 152, the Constitution can only be amended via referendum. Additionally, Article 153 states that if the parliament or president proposes an amendment, the Constitutional Court must reach its own conclusions regarding the proposal before the referendum vote.

The Constitution was adopted in 1995. Amendments and additions were made in 2002.

Azerbaijan's ruling New Azerbaijan Party (NAP) launched the New Azerbaijan initiative group on Dec. 31.
