Unknown gunmen abducted a local construction company engineer and 9 workers in the Rubat Sangi district, the Interior Ministry said.
The workers were building a police station in the region.
According to a security official in Herat, the Taliban also burned an oil tanker during the incident.
Police Chief Ikramudden Yawer said security forces have been sent to surround the region.
Self-proclaimed Taliban spokesman in Herat Abdul Manan accepted responsibility and said other vehicles were also built.
