Azerbaijani Parliamentary Committee Chair not believes in efficiency of legislation banning smoking in public places

The chairman of the Azerbaijani Parliamentary Committee does not believe in efficiency of legislation prohibiting smoking in public places and facilities.
Though there are two or three bills, we do not hurry to put them into the discussion. Our society should be prepared to realize provisions in this legislation, chairman of the Azerbaijani parliamentary committee on social policy Hadi Rajabli told Trend on Jul. 7.
Some European countries, as well as neighboring Turkey have passed a law prohibiting smoking in public places.
According to Rajabli, one of the main reasons of adjourning the discussion on the bill is related to its implementation.
How can we implement the legislation should the Parliament adopts it? Even if the police is committed to control over the execution of the bill, it is hard to believe it work effectively, Rajabli said.
Regarding mechanisms for implementing such laws in many countries around the world, Rajabli said that each agency itself defines fines in these countries..
This mechanism cannot be applied in Azerbaijan. As long as our society is not ready, the adoption of this law is impossible, he added.
