The EU Commission's report on defining the causes of the August war in Georgia in 2008, confirms Russia's preparing for war for many years, Georgian Defense Minister, Bacho Akhalaya said, when commenting on the Tagliavini Commission's report.
"The report clearly stated that Russia was preparing for war and attacked Georgia by violating all internationally recognized standards," the minister added.
Akhalaya stressed that "even today we can say that Georgia has been attacked and under the Constitution, the authorities had to protect its citizens in South Ossetia, where Georgian enclaves were located and that Russian tanks were moving."
Protection of its citizens is a constitutional duty of the authorities and no one exempted anyone one from it, Akhalia added.
