Exit poll to be held in most constituencies during municipal elections in Azerbaijan

Center for Independent Studies "ELS" will hold an exit poll in the municipal elections.

"Municipal elections differ from presidential and parliamentary elections, so there is a need for special training for the exit poll, which will be held in most constituencies," Irada Yagubova, head of the Center for Independent Studies "ELS", told Trend on Nov. 9.

Municipal elections in Azerbaijan will be held on December 23. During these elections, 15 682 members will be elected for 1,718 municipalities. Formerly, municipal elections were held twice - in 1999 and 2004.

According to Yagubova, during presidential and parliamentary elections, all ballots contain the same list of candidates.

"That's why we chose certain participants of the polling stations and conducted a survey there, and it reflected the general picture of voting across the country. Elections will be held in 1,718 municipalities. Some municipalities are located in the 3.4 districts. Therefore, in this election, we will conduct exit poll in a completely different way," said the head of the center.

She said that it would be impossible to use exit poll in all municipalities.

"But in this case, a question arises what municipality remains aside, but conducting exit poll is necessary. We have to build a quite objective opinion on the overall voting pattern, will try to conduct exit poll in the districts including the larger municipalities in the districts of Baku, and regions," said Yagubova.

"In the municipal elections, the Association for Civil Society Development in Azerbaijan will monitor the voting in 1,660 polling stations," head of the Association Maharram Zulfugarli told Trend on Nov. 9.

According to him, the Association will cooperate with the Center for Independent Studies "ELS" for the exit poll.
