Local and foreign observers will have the opportunity to watch the municipal elections at military units and prisons, Central Elections Commission (CEC) Secretary Natig Mammadov told Trend today.

"Regardless of the places of voting we will create conditions for local and foreign observers who want to observe," he told Trend today.

Azerbaijani municipal elections are scheduled for December 23. About 15,682 members are expected to be elected for 1,718 municipalities.

Municipal elections were held twice in 1999 and 2004.

Azerbaijan has registered about 32,000 candidates for municipal members. Candidates from 18 political parties have been registered for elections. Candidates are members of roughly 30 political parties.

Mammadov said preparation for the elections in prisons and other closed facilities are ongoing and in no way differ from such procedures in other locations.

"We stand for transparently holding elections throughout the country. We are sure the voting process will be held at a high level," Mammadov said.
