Thomas Hammarberg crossed the administrative border Georgia and South Ossetia and is already in Tskhinvali.
Hammarberg had a telephone conversation with Tskhinvali, however the teenagers will not be freed today, the commissioner said during the meeting with the teens' families
"I will not leave Georgia until I solve this issue," the commissioner reported
Hammarberg acted as a mediator and exchanged two Georgian teenagers for five South Ossetians in early December who had been held on the Georgian side. The South Ossetian authorities promised Hammarberg to free the remaining two Georgian teenagers on Dec. 13
Levan Hmiadashvili and 16-year-old Victor Buchukuri remain in custody, despite this promise.
According to non- official information, Tskhinvali is ready to change 14 Georgians for 40 Ossetians
